Writing a mathematiical expression

Let F = Fred's weight in pounds and B = Barney's weight in pounds.

We know that twice Barney's weight is

2 · B

then 40 pounds less than that is

2 · B - 40

Since Fred's weight is 40 pounds less than twice Barney's, then

F = 2 · B - 40
