(a)


\begin{gathered} 9+3\cdot2^2-1\cdot4 \\ =9+3\cdot4-4 \\ =9+12-4 \\ =17 \end{gathered}

(b) To have 45, we would have;


\begin{gathered} \\ 45=9+3\cdot(2^2-1)\cdot4 \end{gathered}
