Remember that when three or more lines intersect at the same point, that point is called Point of Concurrency.

In a triangle, a perpendicular bisector is a line or line segment that is perpendicular(at right angles) to a side of triangle and passes through the midpoint of that side.

So if we three perpendicular bisectors in a triangle, one on each side of the triangle, they will intersect at a point. That point(point of concurrency) in which they intersect is what is called CIRCUMCENTER.
