A line has an equation y = mx + b, where "m" is the slope and "b" is the y-intercept.

If two lines are parallel, they have the same slope but different y-intercepts. That is, m₁ = m₂.

Given the line y = -1, m = 0.

Then, the parallel line has also m = 0.

The equation of the parallel line is y = 0x + b or y = b.

To find the equation of the parallel line, use the point (2, 3). Substituting the point in the equation:

\begin{gathered} y=0x+b \\ 3=0*2+b \\ 3=b \end{gathered}

The equation of the parallel line is y = 3.

That means, for all values of x, the value of y will be always 3.

From the options, the only point which has y = 3 is the point (-5, 3).

Answer: (-5, 3).
