The values of x on the horizontal axis are positve to the right of zero and negative to the left of zero

The values of y on the vertical axis are positive above zero and negative below zero

At the quadrant I, the coordinates of x and y are both positive

At the quadrant II, the coordinate of x is negative and the coordinate of y is positive

At the quadrant III, the coordinates of x and y are both negative

At the quadrant IV, the coordinate of x is positive and the coordinate of y is negative

Thus, the quadrants are II and IV. Option D is correct
