The answer is very simple.

Step 01:

Data:

slope = m = 2/3

point (-3,1) x = -3 y = 1

Step 02:

Point-Slope Equation of a Line.

(y - y1) = m * (x - x1)

(y - 1 ) = 2/3 * (x - (-3))


\begin{gathered} y\text{ - 1 = }\frac{2}{3\text{ }}(x\text{ +3) } \\ y\text{ - 1 = }\frac{2\text{ x}}{3}\text{ + }(6)/(3) \end{gathered}
