Given the following question:

100% represents the entirety of the bug population which means 100% will always be 100% of the bug population. So if you increase the population by 50% you will add that 50% to the initial 100% creating a new 100% of the population which if the population increases again by 25% you would then add that 25% to the 100%.

100% represents all of the bug population which means it will always be 100 and will never change no matter how many times you increase the population it will always be 100%. If you add one bug, that bug will become a part of the 100% it will never change even if the total sum of bugs change.
