y-1=(3)/(4)(x+8)

or

y=(3)/(4)x+7

The slope of the line is 3/4 and therefore, all we need to find is the y-intercept.

Using the point (-8, 1) gives

1=(3)/(4)(-8)+b
1=-6+b
b=7

Hence, the equation

y=(3)/(4)x+7
