We have this function:

f(x)=-x^2+3x^3

To find f(x)-1 we just have to add -1 into the function:

g(x)=f(x)-1=-x^2+3x^3-1

And we have to order the polynomial by the degree of x (from highest to lowest):

g(x)=f(x)-1=3x^3-x^2-1
