The given expression is

4=(2)/(3)(6x+9)

First, we multiply each side by 3/2.

\begin{gathered} (3)/(2)\cdot4=(3)/(2)\cdot(2)/(3)(6x+9) \\ 6=6x+9 \end{gathered}

Then, we subtract 9 from each side

\begin{gathered} 6-9=6x+9-9 \\ -3=6x \end{gathered}

At last, we divide the equation by 6.

\begin{gathered} -(3)/(6)=(6x)/(6) \\ x=-(1)/(2) \end{gathered}

Hence, the solution is x = -1/2.
