To find two points we only plug the values in the function given, let's use x=0 and x=4. For x=0 we have:


\begin{gathered} f(0)=-(0)^2+4(0)-3 \\ f(0)=-3 \end{gathered}

then we have the point (0,-3).

For x=4 we have that:


\begin{gathered} f(4)=-(4)^2+4(4)-3 \\ f(4)=-16+16-3 \\ f(4)=-3 \end{gathered}

Then we have the point (4,-3).

Therefore two points that are not the vertex nor x-intercepts are (0,-3) and (4,-3)
