if we want to see if these values are proportional, it means that for each value of X, the Y multiply X*a number, to find out what number is we can make

Y=X*number

number=Y/X

in this case,

4/1= 4

8/2=4

12/3=4

24/6=4

for each par of values, the proportion is the same one, so the answer here is going to be YES, it represents two quantities that are proportional and have the same ratio as I explain before.
