Notice that the number of students who ride a bike is given by:

Students that ride bike = 23% of 654

this in math terminology, and using the math (decimal) form of the percent (23% = 0.23) we get:

Students that ride bike = 0.23 * 654 = 150.42

which means that about 150 students ride bicycles to the school.
