The closer the molecules are to each other (e.g in solid phases), the stronger the intermolecular forces.

For example, when water is a solid phase, the intermolecular forces are stronger, however when the water molecule is in gaseous phase, the intermolecular forces are weak.

Therefore the intermolecular forces determine if the molecule will be a solid, liquid or gas phase.
