An horizontal line has slope equal to zeto, that is m=0.

Then using the equation of a line:

y-y_1=m(x-x_1)

we have:

\begin{gathered} y-5=0(x-(-2)) \\ y-5=0 \\ y=5 \end{gathered}

Therefore the answer is the last option.
