We have that the arc NQ is:

The arc is a line and the area is a region of the circle.

We have that 90º is 1/4 of 360º:

360º/4 = 90º

Since the angle m∠NPQ is 90º, then the arc NQ is 1/4 of the whole circumference ( which is a 360º arc):
