Given the table which represents a proportional relationship

The general form for a proportional relationship is :

y=k\cdot a

Where k is the constant of the proportionality

As shown in the table :

when a = 2 , y = 2/3

And when a = 3 , y = 1

It is better to substitute with the second row

\begin{gathered} a=3\rightarrow y=1 \\ \\ 1=k\cdot3 \\ \\ k=(1)/(3) \end{gathered}

So, the equation will be :

y=(1)/(3)a
