We have also been told that he wants to sell 3 types of insurance to each family

This will mean that he will sell a total of


3\text{ }*\text{ }x\text{ = 3}x

We are also told that he plans to sell more than 27 policies, this means that

the total sales will exceed 27

Therefore


\text{3}x\text{ > 27}

Then the value of x can be obtained if both sides are divided by 3


\begin{gathered} \frac{\text{3}x\text{ }}{3}>(27)/(3) \\ \\ x\text{ > 9} \end{gathered}
