m\operatorname{\angle}4=118^{\operatorname{\circ}}

1) Note that there are two lines, one secant and another tangent to the circle.

2) In any circle, the sum of all arcs is equal to 360º, since the arc VR is 124º the arc intercepted by the angle 4 is:


360-124=236

3) Based on that, we can write out the following relation:


\begin{gathered} m\angle4=(1)/(2)(intercepted\:arc) \\ m\angle4=(1)/(2)(236) \\ m\angle4=118^(\circ) \end{gathered}
