In order for a line to be perpendicular to another, the product between the slopes needs to be equal to -1.

since the line x=8 is a vertical line and does not have a slope multiplying a variable, the perpendicular line needs to be a horizontal line.

the general equation for a horizontal line:

y=c

if it needs to pass through the point (-5,7), the y-coordinate will determine the equation

y=7

Answer:

y=7
