In order to find or answer we need to combine terms that have "c" in them.

Now, the terms with c are 0.3c and c; therefore, we can say

c-0.51+0.3c=(c+0.3c)-0.51
\rightarrow1.3c-0.51

Therefore,

c-0.51+0.3c=1.3c-0.51

Hence, the top left choice is the correct one.
