In order to find the new coordinates of each point after the dilation, we just need to multiply their coordinates by the scale factor. So we have the following:

\begin{gathered} E(-4,2)\to E^(\prime)(-4\cdot2,2\cdot2)=E^(\prime)(-8,4) \\ F(4,2)\to F^(\prime)(4\cdot2,2\cdot2)=F^(\prime)(8,4) \\ G(3,-1)\to G^(\prime)(3\cdot2,-1\cdot2)=G^(\prime)(6,-2) \\ H(-3,-1)\to H^(\prime)(-3\cdot2,-1\cdot2)=H^(\prime)(-6,-2) \end{gathered}

So the points after the dilation will be E'(-8, 4), F'(8, 4), G'(6, -2) and H'(-6, -2).
