y=mx+b

Now, let us subsitute the point in the above equation to find the value of b.


\begin{gathered} -1=4(-3)+b \\ -1=-12+b \\ -1+12=b \\ b=11 \end{gathered}

now we have both slope m= 4 and y-intercept b=11,


y=4x+11

The answer is y = 4x + 11.
