First let's find the total number of songs in his iPhone:

54+31+18+21=124

Now, let's calculate the probability of a random song being a country song by dividing the amount of country songs by the total number of songs:

P=(18)/(124)=(9)/(62)

Since we want the probability of the song not being a country song, let's calculate 1 minus this probability:

P^(\prime)=1-P=1-(9)/(62)=(62-9)/(62)=(53)/(62)=0.8548

So the probability is 0.8548 or 85.48%.
