When you breathe, air flows from your nose or mouth to your lungs, the lungs expand to allow the air in, and then they contract to remove the air from your body, then you exhale that air.

Then you can see that in the breathing process, your lungs need to expand. If you have a heavy weight on your chest, then the amount that your lungs can expand is really small, then the amount of air that they can have is smaller than normal. This is why is harder to breathe when you have a heavy weight on your chest.
