Simplify the equation to obtain in standard form.


\begin{gathered} y-7=-(2)/(3)(x+1) \\ 3(y-7)=-2(x+1) \\ 3y-21=-2x-2 \\ 3y+2x=21-2 \\ 3y+2x=19 \end{gathered}

So answer is 2x + 3y = 19.
