The parent function is y=x^2

This is a vertical parabola open upward with vertex at (0,0)

The new function is y=(x-3)^2-1

This is a vertical parabola open upward with vertex at (3,-1)

so

The transformation is a translation

The rule of the translation is

(x,y) ------> (x+3,y-1)

that means

3 units at right and 1 unit down
