The formula for the quadratic equation is expressed as

x^2 - (sum of roots)x + product of roots = 0

Given that the roots are x = 1/4 and x = - 3,

Sum of roots = 1/4 + - 3 = 1/4 - 3 = - 11/4

(Sum of roots)x = - 11x/4

Product of roots = 1/4 * - 3 = - 3/4

The quadratic equation would be

x^2 - - 11x/4 - 3/4

x^2 + 11x/4 - 3/4

Since integers are whole numbers, we would remove the fractions.

Multiplying through by 4, we have

4x^2 + 11x - 3
