First, in order for the linear inequalities to not have a shared solution, the slope of both lines should be the same, this is to assure that both lines are parallel and are different, then since the sign is ≥ the contrary should be < for the graphs to be opposite.

then, the y-intercept must have a value less than -3, for the solution to be below the solution of the previous equation.
