the slope-intercept should be in this form


y=mx+b

where m should be the value that changes with time and b the fixed charges


y=1.5x+4

replace in the equation like this

\begin{gathered} \text{when x=}4 \\ y=1.5\cdot(4)+4 \\ y=6+4 \\ y=10 \end{gathered}


\begin{gathered} \text{when x=}6 \\ y=1.5\cdot(6)+4 \\ y=9+4 \\ y=13 \end{gathered}
