SOLUTION:

Step 1:

We want to find out whether the number of daisies increase linearly or exponentially

Step 2:

we want to test if the ratio of the changes in daisies and months is constant

\frac{13.1\text{ - 10}}{2-1}\text{ = }(3.1)/(1)\text{ = 3.1}
\frac{16.2\text{ - 13.1}}{3-2}\text{ = }(3.1)/(1)\text{ = 3.1}
\frac{19.3-\text{ 16.2}}{4-3}\text{ = }(3.1)/(1)\text{ = 3.1}

Conclusion:

Since the ratio of the changes is constant (i.e 3.1), so the number of daisies increases linearly.
