SOLUTION

The first thing is to find the length of each side of the rectangle

note that the length of the opposite side are equal

\begin{gathered} |AB|=|DC| \\ |AD|=|BC| \end{gathered}

|AB| is the horizontal line which falls in the coordinate of x

where

\begin{gathered} x_1=-2\text{ for A} \\ x_2=8\text{ for B} \end{gathered}

Then the length of the |AB| is

|8-(-2)|=|8+2|=10

|AD| is the vertical line that falls on the coordinate of y

where

\begin{gathered} y_1=-6\text{ for point D} \\ y_2=2\text{ for point A} \end{gathered}

Then the length of the line |AD| is

|-6-2|=|-8|=8

We can see that the longest side is side is |AB| which is 10

Therefore the fence will be 10 units long

The last option is correct(D)
