The total number of people the clinic must reach out to is;

Total people = (27% of 50000) + ( 11% of 50000)

\begin{gathered} \text{Total people =(}(27)/(100)*50000)\text{ + (}(11)/(100)*50000) \\ \text{ = ( 0.27}*50000)\text{ = (0.11}*50000) \\ \text{ =13500 + 5500 = 19,000 people} \end{gathered}

2. I arrived at the answer above by adding the number of people over 65 years of age and the that of those under age 65. That is,

Add 27% of 50,000 to 11%
