In this problem we have that

the lines are parallel

that means

their slopes are equal

step 1

Find the slope of line h

we have the points

(0,2) and (6,0)

m=(0-2)/(6-0)

m=-2/6

m=-1/3

step 2

Find the equation of the line j in slope intercept form

y=mx+b

we have

m=-1/3

b=-5

therefore

y=(-1/3)x-5
