multiply both sides of the inequality by 3


\begin{gathered} 3\cdot(-(2)/(3)x+7)<15\cdot3 \\ -2x+21<45 \end{gathered}

bring all constants to the right of the inequality


\begin{gathered} -2x<45-21 \\ -2x<24 \end{gathered}

divide by -2 both sides of the inequality and invert the sign


\begin{gathered} x>(24)/(-2) \\ x>-12 \end{gathered}
