Let x sweatshirts were produced at the factory.

The number of defective shirts is 15.

Equate 3% of x to 15, to obtain the value of x.

\begin{gathered} (3)/(100)* x=15 \\ x=(15\cdot100)/(3) \\ =500 \end{gathered}

So 500 sweatshirts were produced at the factory.
