To be y a function of x, we only need to have only one y ( no repetitions) in the ordered pairs for each x. Then, we have that:

In the first set of ordered pairs: y is not a function (7 is repeated for x = 0, and x = -3).

Second set: it is a function.

Third set: no function.

Fourth set: no function.

The only pair is the second set {(-4, 0), (-1, 3), (-9, -3), (-4, -8)}.
