Let x be the total number of questions on the test; then,


\begin{gathered} 14\to70\% \\ x\to100\% \end{gathered}

Which is equivalent to


\Rightarrow(14)/(70)=(x)/(100)

Solve for x as shown below


\begin{gathered} \Rightarrow x=(14\cdot100)/(70)=20 \\ \Rightarrow x=20 \end{gathered}

The answer is 20 questions in total on the test
