You have the following equation:

h(x)=-0.1x-5

in the interval x=2 to x=4 you have:

h(2) = -0.1(2) - 5 = -5.2

h(3) = -0.1(3) - 5 = -5.3

h(4) = -0.1(4) - 5 = -5.4

You can notice that in the given interval, while x increases, h(x) decreases.
