we have the following:

m=(y_2-y_1)/(x_2-x_1)

replacing,

y2 = -1

y1 = 1

x2 = 4

x1 = -3

m=(-1-1)/(4-(-3))=--(2)/(7)

therefore:

\begin{gathered} y=m\cdot x+b \\ -1=-(2)/(7)(4)+b \\ b=-1+(8)/(7) \\ b=(1)/(7) \end{gathered}

Therefore, the equation is:

y=-(2)/(7)x+(1)/(7)
