For the lines to be parallel, they need to have the same slope. The line given has a slope of 4 (m=4). We now use this in the point intersect formula


y - y_0 = m(x-x_0) with the point given (-1,-2). Hence, we get
y-(-2)= 4(x-(-1))


y+2=4(x+1)


y=4x+2.

To check, you can plug in the point we used and make sure you get the same number on both sides.
