Carrie is not correct, her pie chart presents 36-60yrs old to be 1/5

1) The key to tackling this question is to think of a circle and each sector must be proportional to its area.

2) Given those percentages, we can state that Carrie is not correct for a quarter means this:

\begin{gathered} 25\%=(25)/(100)=(1)/(4) \\ 36-60\text{yrs=20}\% \\ 20\%\\e25\% \end{gathered}

Because the pie chart described in the text presents 1/5 for 36-60yrs old, not a quarter.
