Parallel to y = 6x + 4

1.- Find the slope

-The slope is the coefficient of the "x"

y = 6x + 4

slope = 6

2.- Find the equation of the line

y - y1 = m(x - x1)

y + 3 = 6(x - 2)

Simplify

y + 3 = 6x - 12

y = 6x - 12 - 3

y = 6x - 15 This is the equation of the line
