You have the following inequality:

-2 < x + 3 < 4

in order to solve the previous inequlity, you first subtract 3 all sides:

-2 - 3 < x + 3 - 3 < 4 - 3 then, you simplify

-5 < x < 1

then, the solution is:

x -> ( -5 , 1 )
