Given :

-8x-14=7\mleft(-2-4x\mright)+4

Solve to find x;

\begin{gathered} -8x-14=7\mleft(-2-4x\mright)+4 \\ -8x-14=-14-28x+4 \end{gathered}

Combine like terms :

\begin{gathered} -8x+28x=-14+4+14 \\ 20x=4 \end{gathered}

Divide both sides by 20

\begin{gathered} (20x)/(20)=(4)/(20) \\ x=(4)/(20)=(1)/(5)=0.2 \end{gathered}

So, the value of x = 0.2
