\begin{gathered} 3y=21+2(4y-2) \\ 3y=21+8y-4 \\ 3y=21-4+8y \\ 3y=17+8y \\ 3y-8y=17 \\ -5y=17 \\ y=-(17)/(5) \end{gathered}

So y= -17/5
