we have

y=57(0.4^x)

we have that

57 represent the initial value or y-intercept of the exponential function

0.4 represent the base of the exponential function (b)

If b > 1 represent a growth function

if b< 1 represent a decay function

in this problem

0.4 < 1 -----> that means, represent a decay function

Find out the percentage rate of decrease

we have that

b=1-r

b=0.4

substitute

0.4=1-r

r=1-0.4

r=0.60

convert to percentage

r=0.60*100

r=60%

therefore

the percentage rate of decrease is 60%
