To find the rate of change between the given points, we use the following formula

m=(y_2-y_1)/(x_2-x_1)

Let's replace the points, where

\begin{gathered} x_1=-3 \\ x_2=7 \\ y_1=4 \\ y_2=8 \end{gathered}

m=(8-4)/(7-(-3))=(4)/(7+3)=(4)/(10)=(2)/(5)

Hence, the rate of change is 2/5.
