Let:

b = fixed fee

x = number of hours

y = total cost

the equation that describes the problem is given by:

\begin{gathered} y(x)=6x+b \\ y(x)=6x+13 \end{gathered}

If Tom paid 61 dollars to rent a bike:

\begin{gathered} y(x)=61 \\ 61=6x+13 \\ \text{solve for x:} \\ 61-43=6x \\ 48=6x \\ x=(48)/(6) \\ x=8 \end{gathered}

Answer: 8 hours
