the rounding off is done on the sencond digit after the decimal point

so the stopping position is on 1

since 6, which is the next number after 1 is greater than 5

we make it 1 and add to the stopping position digit which is 1

that is why the 1 becomes 2 (i.e 1+1)

to convert 0.42 to percent

we first convert 0.42 to fraction, since the place value of 2 is hundreth

then to move the decimal point beyond 2, we will multiply by 1/100

i.e 42 x 1/100

% means 1/100

then 42/100 implies 42%
